Five Points Gangs of New York
You place rabble into neighborhoods or for a bid next to manipulation tiles; if you pass rabble returns to Headquarters. When all but one have passed you get to use manipulation tiles that you won and an election phase follows. Elections are held in the neighborhood with most rabble; if you have most rabble there you win and place a Boss and then control markers are assigned for neighborhoods orthogonally adjacent to the election neighborhood. Finally, you take back one rabble per Boss. If there is at least one boss in each neighborhood or all control markers of one color are assigned you win at the end of the round with most points from bosses, control markers and VP markers. If you place your fifth boss you win instantly.
