Age of Steam Ukraine

The rules of Age of Steam apply with the following changes:

Set-Up: Two goods into each town; there is one round less, so the round marker starts next to the START slot.

Action Selection: New Action Civil Disorder  / Widerstand gegen die Staatsgewalt: If you select this action, you select a hex at the start of the Move Goods phase; no goods can be transported into that hex or out of it.
