You want to buy the best skyline by grouping dice and constructing buildings with them. The dice must be chosen according top building requirements and then placed; otherwise you might have to tear the building down again. You either roll the dice in the Construction Yard or in the Abandonded and there are dice for ground level, middle levels and penthouse levels. You must either place a die into a building or cancel building or discard a die to the Abandoned At the end of the game you score finished building according to their height.
