Omega Centauri

The Galactic Empire is struggling against a rebellion of the people it subordinated and who now gather at the Galactic Rim - in a mix of long-term planning and short-term tactics you build ships and build up planetary defenses, move fleets and acquire resources or technologies. In a 4X type game you guide one of eight races and in addition to engaging in the rebellion to look after the evolving and culture of your own people.
