A city must be built, the total building area is pre-set; players must acquire building sites, must collect building materials and then construct suitable buildings or lay out gardens, all with the goal of attracting most residents. Resources management is done via a worker placement mechanism on action cases and via a market; residents are not collected directly, but come from prestige from buildings and gardens In a turn you go first to the market, acquire market tiles and then select and resolve actions in turn order; if you can place a worker you must do so, you cannot pass.
