A game on galactic expansion, conquest and intrigues, in which you need the most victory points to win and you win them by controlling galactic regions and advancing technologies. Regions are controlled by bases - industry complexes, embassies and Martial Outposts - and you use the resulting power and influence in conflicts.

Hegemonic is played in round, each round comprises six phases: Income - Expansions with placing of new sector tiles to the board and drawing of Technology cards - Actions #1, Actions #2, Actions #3 with playing of Action cards and resolving of actions in each of those phases - Arbitrage as final phase with choosing of a new Arbiter and discarding of Capacity markers over your limit. Then all score for control on the board.

Anytime in the game you can negotiate with others, enter in any deal and also trade Capacity markers, but nothing else, and deals are not binding. Conflicts from Takeover or Destroy actions are resolved by determining Starting Power, Supplementing with technology and politics and comparison of the resulting total strength; involved bases and/or units are destroyed accordingly.

The game ends when all sectors have been explored or all sector maps have been used.

Hegemonic is a challenge for experienced players - Territorial conflicts and confrontations happen almost from the start on; there is little to no chance element and lots of strategies, but despite the topic the games comes across as somewhat abstract - the focus is ore on territorial conflict than development of your civilization, the relative quick play of about 30 min per player instead of 45 given on the box is a bonus.
