Palmyra

The Roman Emperor wants to expand the realm around Palmyra and sends legions to acquire new land and Censors to collect taxes. Legion and Censor start in the city center. Small and big tiles show desert, hills or mountains, sometimes with watch tower, lake or caravan. You place a tile, always big next to small or vice versa, or relocate a marker. For concurrence in landscape or feature you get additional tiles for a Legion move or coins for a Censor move. In the expert version the Emperor comes to visit and brings the choice of also taking coins for a Legion move.
