Fishing games are among the first rules-governed games for toddlers; in this version fishing is combined with a die and placing of parts into slots. The sea creatures are placed face-up into the sea, that is, the box bottom. Each player is given a board and the loose toys going with it. You roll the die: For a color you try to catch the creature of the same color. If you manage it, you may place the toy of this color into your board. If your roll the glitter fish and catch it, you can place any toy into your board. Creatures you fished out are then put back. If you are first to fill your board, you win.
