After the Great Fire of 1666 London is re-built, based on the four core features of buildings, money, land and poverty. City cards represent guilds, businesses and buildings, carry building costs and give advantages when played. For each district there are different costs, victory point values and number of cards drawn after constructing a building. The cards are allocated to three eras and relate to society, science, politics and economy and are governed by costs, effects and victory points at the end. You draw a card and can then display cards on the table at cost or erect a building or administrate by activating cards in the display which causes you to take or discard poverty markers. The optimum combination of cards will earn you the most victory points.
