Urbis

The City Council of Urbis is elected by the residents; a a Council Member, you want to become Head of the Council. You hold a city borough board and want to develop it quickly and profitably. The city treasury pays for buildings that are set up; wishes of residents need to be considered. The active player has one action of five options: 1. Take a decree card, maximum 6 in hand. 2. Play a decree from hand, for extra points. 3. Set up building, in your own or another player’s borough. 4. Hire City Guardian, he protects against added decree cards at a building. 5. Take money from the treasury. If you are first to fill all slots in your borough, you win instantly without scoring. If all decrees or all buildings in stock have been used, the game is scored - buildings and executed decrees minus unmanned guard posts.
