In analogy to 18xx, but using cards only, you invest in constructing and expanding of railtrack, set up stations for companies, expand them and can assign them to another company. Shares in companies are handed out and then trains can move, earning bonuses for new capital. When the necessary number of basis cards has been built or the necessary number of card stacks has been used up, you win with most active + passive capital.
