The Gang
Gang rivalry - you try to capture opposing gang members, in three cities laid out with five cards each. Even and odd card values are members of different gangs and are color coded. You have four gangsters in hand and one action card. You select a gangster and a city or action card and reveal both; then cards are laid out/placed accordingly. A gangster enclosed by two gangsters of the other color is captured.
