Shadows over the Empire
Cardis has fallen, the king is dead and the emperor has sent a Conclave of Law. Behind the scenes, faction in town strive for power. You select a leader in the desired level and place the unique personality for that level into the middle of rectangular grid; player leaders are placed in the corners. The grid is then filled with persons as stated in the rules. Then you have one action in turn - influence a person or use an ability of a person or pass. Influencing a person gives access to other persons; if you have the majority with chips with a person, you control it. You win if you have placed all 18 chips and control the unique person, or you have placed all chips and are alone everywhere or have the majorities.
